2026 San Bernardino County Civil Grand Jury Selected

SAN BERNARDINO, CA Nineteen San Bernardino County residents were selected on December 12, 2025, to serve as the Civil Grand Jury for a one-year term, beginning on January 1, 2026.

Presiding Judge Lisa M. Rogan led the ceremony, which began with Foreperson David Ceballos presenting the 2025 Grand Jury’s Final Report. This was followed by the selection of the 2026 Grand Jury through a random drawing of names from the ceremonial Grand Jury Wheel by Court Executive Officer and Jury Commissioner Anabel Z. Romero. The event concluded with the swearing-in of the new Grand Jurors.

Over 60 residents applied for the upcoming term. All applications were screened by judges of the San Bernardino County Superior Court. Applicants whose materials and/or subsequent interviews demonstrated the knowledge, skills, and abilities necessary to fulfill the duties of the Civil Grand Jury were nominated to proceed.

According to California Penal Code §§ 899 and 908, the Grand Jury must be selected by a random drawing of no more than 30 individuals who proportionally represent the county's five supervisorial districts. The first 19 names drawn constitute the Grand Jury, with the remaining individuals selected as alternates in the order drawn. Alternates will serve in the event that any member cannot complete their one-year term.
